I checked on the Oregon Biodiversity Information Center which is administered through Portland State University. I should have recognized this program but it has changed its name; it used to be part of the Oregon Heritage Plan .... Go to the website www.orbic.pdx.edu/publications.html and you will find Dave and Kathy's annual study report for the 2011 Snowy Plover nesting season. Based on their research findings, the Snowy Plover in coastal Oregon has attained or is very close to attaining the recovery goals established by the USFWS Recovery Plan. But, as I told you before, this bird will not be delisted by the fed's even if the goal is met in Oregon and Washington, because the recovery criteria for California will require an increase of about 1,000 birds (as I recall off the top of my head). This will probably never happen; moreover, even if the bird were delisted in Oregon by the fed's the head of State Parks said he wouldn't care and continue to set habitat aside for the bird. Also note that the authors of the report suggest that we need to start looking at protecting the bird on their wintering grounds (to increase over-winter survivorship). This bird is more widely dispersed in the winter, so this argument could be used to close beaches in the winter in areas where they do not nest, in addition to closing the nest areas year-round. Also note the call for expanding the closure zones during the nesting season, because with the increase in abundance and fledging success nesting density is increasing, which will increase the likelihood of predation unless we provide more undisturbed nesting areas. We all want to protect coastal populations of Snowy Plovers in perpetuity, and we can, even with limiting set-aside areas and regulations to what they are now and continuing the active protection against nest predation (which they are doing). But these folks have a bigger agenda: they cannot stand the idea, for example, of ATV activity on our dunes and beaches and they will use any excuse to shut this activity down. An activity that was recently estimated to bring $60 million a year into the economy of coastal towns in just the area from Florence to Coos Bay. It's an exciting time to be a Ron Paul supporter. Although the future may seem bleak for America I feel it's actually pretty bright. The media keeps reporting that Ron Paul is in a distant fourth place in delegates. However, the delegates in Maine, Nevada and Iowa have yet to be awarded. I am confident that after the delegates are awarded at the state conventions that Ron Paul will be in a very strong second place or possibly in first. For this reason and I am proud to introduce myself as the Coos County Coordinator for the Ron Paul 2012 campaign. I received your contact information from the campaign and from fellow grassroots organizers. Currently, we have several things that need organizing. First and foremost, we are looking for people that are interested in becoming a Precinct Committee-person (PCP). Being a PCP requires nothing more than passion for our cause. There will be no public speaking required nor will there be many responsibilities for this role. With that said, being a PCP is probably the most important thing you can do for Ron Paul and his message. I am also seeking someone who would be in charge of the Coos County Youth for Ron Paul activities as well as someone who may be interested in coordinating meet and greets at their house or place of business. Below is my photo of a sign on a gate in front the back entrance to the USF&WS headquarters at the Marsh. However, if you go out to the marsh you can see smaller signs around the Ni-les-tuna area, so who should we believe Mr.Classen or our lying eyes? ![]() February 5, 2012 I want to start with an apology to the Mayor of Bandon, Mary Schamehorn. I wrote in last week’s Guest Editorial that she was still a member the South Coast Development Council and that was wrong, I apologize. Mea culpa Madame Mayor. I was over zealous and should have attained a second verification for the information. The Mayor was on the council, but for a very brief time and no longer serves for SCDC. The SCDC website did have The Mayor listed as a councilor, and this is due to no fault of her own. There should be an immediate correction to the web page anytime there is a change to their organizational structure. This organization functions on public money and should consider their responsibility to their benefactors.
It also proves that not everything you read is true. Please notify me at [email protected] if there are any inaccuracies in my work. If there are mistakes, I will be the first to admit it and accept the responsibility. It is important to get it right and that you do not take my word for it. Always check it out for yourself, investigate everything and especially, question authority. Facts are important anytime you take up a cause and that is why these types of experiences have made me more determined to be a seeker of truth. When the issue of The Bandon Marsh Expansion came to light, there was a lot of speculation, rumors and innuendo as to the real intentions of the US Fish & Wildlife Service. They seem to have an agenda, but The Service is being vague as to what the final plan will look like. What do they really want to do with our county? Well, here are the facts based on the expansion map from the USF&WS, the letter The Service sent to property owners and the data compiled by the County Assessor, Steve Jensen. • With an offer to purchase, The U.S. Fish and Wildlife Service recently sent letters to 67 landowners whose properties border the lower Coquille River estuary between river miles 0.5 and 10.4. • There are 154 distinct parcels of land included in the Bandon Marsh Expansion area. • The Real Market Value of that property is $24,524,243 • The total Assessed Value of the property is $9,729,043 • The expansion area covers an estimated 4,567.67 Acres. • The gross property tax of that acreage is $101,508. Those six facts should be all anyone needs to tell the story of The Bandon Marsh Expansion. It is important to make the distinctions between facts and suspicions. However, you should always listen to your gut feeling, because in nature, it is those oblivious to their surroundings who are the first to die. Here are my suspicions, based on my own best guesstiment. The US Fish and Wildlife Service and Non-Governmental Organizations are currently coordinating to buy key pieces of parcels in Coos County. The Service wants to control the properties with tidal gates for the purpose of coercing the adjacent property owners into selling their land. The USF&WS is going to use our tax dollars to buy these parcels within the Bandon Marsh Expansion area and use them for mitigation property, and lease that property as a tax offset for individuals, industries and corporations that need write-offs for their taxes. Mitigation is another way dirty companies can clean up their image by earning carbon credits. There is no verification of these claims, but it is a very possible scenario. I’m basing this opinion on the history of the Service and the ideological bent of the NGO’s involved. With everything we know about this agency, and the current political environment it would be impossible to predict the future, but that shouldn’t stop us from being prepared. On Saturday, February 11th 2012 at 11:00 a.m. there will be a meeting in The Bandon Barn to discuss The Bandon Marsh Expansion. Several volunteers have created a map of all the properties in the expansion area and have labeled each parcel with the owner’s name. This map is incomplete and we are hoping that property owners in the area will show up to label their land on the map. Finishing the map will give us a better idea of the bigger picture. Google Map ![]() January 30, 2012 The Six Degrees of Separation theory extrapolates the idea that each person is only six degrees from the introduction to everyone else. In Coos County politics, it would be more like one or two degrees of separation. Commissioner Messerle is a good case in point. Recently, he had to make an important decision about Bandon’s Urban Renewal Agency and he voted in favor of increasing the amount of their debt and extending it to 2033. Going against the protests of several citizens, the commissioner said, “He didn’t want to punish Bandon.” It did not seem to bother the commissioner to punish current and future taxpayers with the burden of more debt.
Then he went on to explain how he did not think it was right for the county to tell the city of Bandon how to spend their money. Even though $30,000 a year of the Bandon Urban Renewal Agency’s budget comes from the county and even more comes from the other overlapping taxing districts. Here is where the line starts to blur and the degrees of separation move slightly closer together. The Mayor of Bandon, who was the strongest supporter of the Bandon Urban Renewal Agency, also serves as a board member of that agency. Never being an underachiever, she simultaneously is on the board of the quasi-private/public South Coast Development Council (SCDC). The county’s Urban Renewal Agencies and the members of this council seem to intersect on several levels. Their intertwining connections thread throughout the county entangling with some of the most politically and financially influential people. As an example, Jon Barton is the Chair of SCDC. He also serves on the newly formed Structural Committee created by the County Board of Commissioners. He is on the board of another nongovernmental organization the Friends of New and Sustainable Industry or (FONSI). Both SCDC& FONSI exist to exploit the accesses of public funding through many different sources using the guise of bringing business to town. SCDC has tried to facilitate business loans between business owners and the Coos Bay Urban Renewal Agency and the North Bay Urban Renewal Agency. At one point the Coos Bay URA appeased its strained relation with SCDC by paying the organization $15,625 for services provided in 2008-2009. The controversies over this issue contributed to the termination of one of Coos Bay’s former city managers. As Chair of SCDC, Jon Barton was highly active in replacing Ron Opitz. Opitz had been in the Executive Director position since 2003, but after he passed away in 2009, Barton had a hand in hiring Sandra Geiser-Messerle, who just happens to be the wife of County Commissioner Fred Messerle and that is where the degrees suddenly connect. Coincidently, serving as one of Jon Barton’s Co-Chair of the Structural Committee is Al Pettit, who owns Highway 101 Harley-Davidson. Well, recently Mr. Pettit received $6,325 in matching funds from the Coos Bay Urban Renewal Agency’s façade grant program. I believe that grant and his wife’s occupation in the capacity of her position in the SCDC organization is the real reason why Commissioner Messerle voted to support Bandon’s Urban Renewal Agency. If the commissioner voted against The Bandon Resolution he would have been figuratively voting against all of the Urban Renewal Agencies in the county. That decision would fly in the face of his many supporters. His wife, the members of the Structural Committee and South Coast Development Council have many ties to the commissioner and all of these participants partially support themselves on the tax dollars provided by these county agencies. Political cronyism and bureaucratic incest does not just happen in the corridors of Washington D.C., it happens right here in our own backyard too. Every day the national headlines tell the tale of more government corruption and “Crony Capitalism.” Mussolini referred to the practice of government involvement in capitalism as corporatism. There have been no issues that warrant these attacks. SB 1550 and 1551 are the most dangerous bills we will face this session. It is critical that you act immediately. If you can attend the hearing, it will be at 1pm, Feb. 8, in hearing room 343 in the Capitol. Costello Great news! The economy added 120,000 new jobs in November, pushing the unemployment rate down from 9 percent to 8.6 percent, the lowest since President Obama’s second month in office. Actually, the private sector picked up 140,000 new jobs because governments laid off 20,000 people. That should make everyone happy. Democrats need unemployment to go down if they are to have a chance at keeping the White House and some voice in the Congress. Republicans will crow about the decrease in government workers. But wait. The number of unemployed dropped almost 600,000, from 13.9 million to 13.3 million, but only 120,000 new jobs were created. How does that math work? No economist or accountant or mathematician can explain that. Only a moviemaker can explain these numbers. Barry Levinson, a producer and director with more than three dozen movies to his credit, including “Rain Man,” decided the economy isn’t just confusing. It’s comedy. He revised Abbott and Costello’s famous “Who’s on First” routine to explain how the Department of Labor measures unemployment. Here’s what Levinson wrote: COSTELLO: I want to talk about the unemployment rate in America. ABBOTT: Good subject. Terrible times. It’s 8.6 percent. COSTELLO: That many people are out of work? ABBOTT: No, that’s 16 percent. COSTELLO: You just said 8.6 percent. ABBOTT: 8.6 percent unemployed. COSTELLO: Right 8.6 percent out of work. ABBOTT: No, that’s 16 percent. ABBOTT: No, the unemployed are actively looking for work. Those who are out of work stopped looking. They gave up. And, if you give up, you are no longer in the ranks of the unemployed. COSTELLO: So if you’re off the unemployment roles, that would count as less unemployment? ABBOTT: Unemployment would go down. Absolutely! COSTELLO: The unemployment just goes down because you don’t look for work? ABBOTT: Absolutely it goes down. That’s how you get to 8.6 percent. Otherwise it would be 16 percent. You don’t want to read about 16 percent unemployment do ya? COSTELLO: That would be frightening. ABBOTT: Absolutely. COSTELLO: Wait, I got a question for you. That means there are two ways to bring down the unemployment number? ABBOTT: Two ways is correct. COSTELLO: Unemployment can go down if someone gets a job? ABBOTT: Correct.
